An electric installation certificate must be executed every time. This includes diagrams or new surface extensions, and even some orders. What are the benefits of getting an installation certificate? It ensures that the work that has just been carried out is compliant and safe and ensures that its use is safe.

Whether you are a manufacturer or operator, you must guarantee the profitable and safe operation of your electrical installations and power plants. The Electrical Installation Certificate (EIC) and Minor Electrical Works Certificate (MEIWC) provide you, as the person responsible for the safety of the electrical installation, with a declaration that any new installation, alteration or addition is safe for use upon commissioning.

Holding these certificates also forms the basis for any subsequent inspections and tests, helping to save on expensive research work that may be required in the future. Furthermore, if there is an allegation that an injury or fire has occurred due to the electrical installation, the certificate provides useful documentary evidence to show that the installation was installed to sufficient safety standards.

 Electrical Installation Certificate will indicate whether the electrical work carried out is:

New – if the entire installation is being installed as new, or if a complete rewiring has been carried out.

 Addition – Applies if an existing installation has been modified by the addition of one or more new circuits.

Modification – Applies when one or more existing circuits have been modified or extended (for example, to add a socket) or items such as the consumer unit (fuse box) and switching equipment have been replaced. Where an alteration or addition is carried out but does not include a new circuit, a MEIWC or an EIC may be used.

Following the initial verification, a full inspection and testing procedure must be carried out before the Electrical Installation Certificate can be completed. This is required by law.

Electrical Installation Certification Process

Whenever an electrical contractor undertakes a new electrical installation, extension or modification of an existing installation, they must verify and certify that the installation complies with applicable standards. These standards are set by the Electrical Engineering Council of Ireland (ETCI). An approved Electrical Completion Certificate (where applicable) must be submitted to ESB Networks by the Electrical Contractors Regulatory Authority prior to any connection works commencing. Each customer should receive a copy of the Electrical Completion Certificate once the electrical works have been completed. Make sure you save your copy of the certificate.

Electrical Installation Certificates are only to be used for the initial certification of new installations, or modifications or additions to existing installations where new circuits are introduced. They cannot be used for periodic inspections where a periodic inspection report is required.

For modifications or additions that do not involve the introduction of new circuits, a certificate for minor electrical works can be used. The original certificate must be issued to the person ordering the work (Regulation 742-01-03). The Contractor must retain a copy.

This certificate is only valid in conjunction with the Inspection Schedule and Test Results Schedule. The signatures attached are those of persons authorized by the firm to perform each of the design, construction, inspection and testing tasks. Signatories authorized to certify more than one category of work must sign in each appropriate location. You need to insert the recommended temporary interval before inserting the first periodic inspection.

The page number of each test result is shown with the total number of relevant sheets. When choosing the scheduled date for the next inspection, consideration should be given to the frequency and quality of maintenance that the installation can reasonably be expected to receive during its intended life, and the period should be agreed between the designer, installer and other interested parties.
